The High Courts selected them from amongst retired HC judges eligible judicial officers and members of the Bar.  By 2005 only 1562 were functional by 2005. The scheme was continued till 201011 under Supreme Courts direction. But by the end of 2011 only 1192 FTCs were functional.  Later the Central government discontinued the scheme but the state governments could establish FTCs from their own funds.  However if they decide to continue then the FTCs have to be made a permanent feature.
